Vernon R. Roosevelt was born in Philadelphia, Pennsylvania, in 1951. Raised in a single parent family, the eldest of three sons, he attended Overbrook High School and obtained his General Education Diploma at the age of 16 from Parks Job Corps Center, Pleasanton California.

While serving in the US Air Force he met Susan Fredericks in Huntingdon, England. After four years of faithful service he received an honourable discharge in 1974. Upon the arrival of Susan to the US in 1975, they were married in June of the same year. A few years later, he attended Temple University, where he studied architecture.

After having experienced a miraculous conversion in his bedroom one night, in July 1979, Vernon accepted the call from God into the ministry. The following month, Susan also received Christ as her Saviour. Nine months later while attending Deliverance Evangelistic Church, pastored by Dr Benjamin A. Smith, God told Vernon and Susan to move to England whereafter three years he entered into public ministry.

Since then Vernon has ministered and pastored at several US military bases. While serving as minister at RAF Wethersfield, Essex he was ordained in 1988 by the Christ Holy Sanctified Church of America, based in Austin Texas. Since that time he has served as teacher, minister and pastor at various churches until 1997, when he was impressed of the Lord to begin New Life in Christ Ministries in Harrogate, England.
